Permanent Representative Nairi Petrossian Participated in the 14th International Black Sea Symposium

On December 2 Nairi Petrossian, Permanent Representative of Armenia to the BSEC Organization, participated in the online 14th International Symposium organized by the International Center for Black Sea Studies (ICBSS). This year’s symposium was held under the headline “Black Sea: Approaching a Tipping Point?”.

Armenia’s Permanent Representative delivered his remarks during the second panel discussion “Views of the BSEC Member States,” which also featured diplomats and analysts from Ukraine, Greece, Bulgaria and Georgia. In his intervention Mr. Petrossian underlined that the trilateral meeting held on 8 August at the White House in Washington D.C. resulted in the initialing of the Agreement on the Establishment of Peace and Interstate Relations between Armenia and Azerbaijan, as well as the signing of a Joint Declaration by the Prime Minister of Armenia, the President of Azerbaijan, and the President of the United States as a witness. Those documents laid the foundation for an open political dialogue and promotion of trade and investment opportunities. The two nations agreed to mutually recognize each other’s sovereignty, territorial integrity, inviolability of borders, and respect for national jurisdiction. Within these general principles, the transport infrastructure between Armenia and Azerbaijan must be unblocked. The path forward requires patience, care, addressing practical matters, and building mutual trust. Armenia remains committed to engaging in good faith to transform the region into an area of constructive cooperation.

In this context, the Permanent Representative also noted that the parties are trying to institutionalize the peace, going through the difficult path of reconciliation. For that matter, he advocated for a three-pronged approach. Firstly, the parties should promote the idea of regional reconciliation and cooperation in their societies. Secondly, they should review and renew their commitment to overcoming the challenges of landlockedness. It could sound paradoxical, as BSEC is an organization built around a Sea. However, Armenia and a number of other BSEC Member States face the challenge being landlocked. Those States too should get a chance to advance concrete pathways toward resilience, enhanced connectivity, and inclusive growth, to overcome geographical constraints. Thirdly, Armenia should put energy transformation at the core of its climate strategy. Armenia was expanding renewable energy generation at an unprecedented pace to substantially increase the share of green energy in its national mix.

An active discussion and Q&R session followed the presentations, and Mr. Petrossian responded to a number of questions about the regional developments.

The International Centre for Black Sea Studies (ICBSS) is as an independent research and training institution focusing on the wider Black Sea region based in Athens. It is a related body of the Organization of the Black Sea Economic Cooperation (BSEC) and its think-tank. Mr. Nairi Petrossian, Permanent Representative of the Republic of Armenia to the BSEC Organization, is meanwhile the Acting Chair of the ICBSS Board of Directors.
